Thanh Hoa Newspaper reported on 9 October 2026 that by that morning the dengue cluster in Lien Hai residential group, Hai Binh ward, had 5 cases. After the first treatment, surveillance showed mosquito and larval indices were still high.
Doi song va Phap luat magazine reported on 9 October 2026 (citing Dan Tri) that on the evening of 7 October Ben Thuy Health Station (Truong Vinh ward, Nghe An province) recorded a locally acquired dengue case in Ben Thuy 1 block; the patient is a 13-year-old lower secondary pupil.
The Gia Vien ward website (Hai Phong City) reported on 9 October 2026 that, to prevent dengue, the ward is running a campaign of environmental cleaning, larval control and proactive mosquito spraying; the launch is at 7 a.m. on 11 October 2026, at the same time in all 32 residential groups.
The Nhon My commune website (An Giang province) reported that on the afternoon of 7 October 2026 the commune People’s Committee held a meeting to launch the third community-based larval control campaign of 2026 against dengue. Since the start of the year the commune has recorded 188 cases in 51 outbreaks, with no deaths.
The website of Ea Kao ward (Dak Lak province) reported on 4 October 2026 that, as dengue was becoming more complicated, the ward People’s Committee was carrying out wide-area spraying against adult mosquitoes in high-risk areas. From the start of the year to 30 September 2026 the ward recorded 416 cases, 227 of them in September.
Circular 33/2026/TT-BYT of the Ministry of Health, signed on 29 August 2026 and in force from the same day, guides several articles of Decree 165/2026/ND-CP on the Law on Disease Prevention. Appendix VIII sets the minimum facilities and equipment for health quarantine at border gates, including equipment for insect and rodent surveillance and for disinfection and insect control.

Decision No. 631/QD-BYT of 12 March 2026 of the Ministry of Health, signed by Deputy Minister Nguyen Thi Lien Huong, issues the 2026 Communicable Disease Prevention and Control Plan, effective from signing. For dengue, the 2026 targets are an incidence below 170 per 100,000 people (equal to or lower than 2025) and a case fatality rate below 0.09%.
Official Letter No. 4247/UBND-KGVX of 18 August 2026 of the Hanoi People’s Committee, signed by Vice Chairwoman Vu Thu Ha, on stronger dengue prevention in the city. It cites Ministry of Health figures: in the first seven months of 2026 the country recorded more than 70,000 cases and 9 deaths, 1.3 times as many cases as in the same period of 2025.

Chairs of commune, ward and special-zone People’s Committees are fully responsible; insecticides, sprayers, supplies and staff must be ensured.
Decision No. 1977/QĐ-BYT of 1 July 2026, signed by Deputy Minister Nguyen Thi Lien Huong, issues Guidance on disinfection measures and personal protection in areas with communicable-disease outbreaks; effect from the date of signing. It cites Law on Disease Prevention No. 114/2025/QH15.
BPCA reported on 19 February 2026 (updated 27 February 2026) that after consultation HSE set out post-Brexit chemical-regulation reforms, and DWP tabled draft Chemicals (Health and Safety) (Amendment, Consequential and Transitional Provision) Regulations 2026. BPCA says several of its proposals were taken up, including recognition of EU biocide approvals and lower administrative burdens.
Decision No. 2080/QĐ-BYT of 8 July 2026, signed by Deputy Minister Nguyen Thi Lien Huong, amends the appraisal fee for reissuing the marketing-authorisation certificate for household and public-health insecticide and disinfectant products (procedure code 1.013870) in Decision 1684/QĐ-BYT of 10 June 2026.
Government Resolution No. 66.18/2026/NQ-CP of 18 May 2026, Official Gazette issue 301 of 2 June 2026, effective 1 July 2026. Annex I.10 (Ministry of Health) drops four notification procedures for manufacture, testing, field trials and service provision under Decree 91/2016 (as amended), and shortens processing of new marketing-authorisation files at provincial health departments.
Decree No. 148/2025/NĐ-CP of 12 June 2025, signed by Deputy Prime Minister Nguyen Hoa Binh, takes effect on 1 July 2025. Article 12 assigns new issue, reissue, extension, variation, withdrawal of marketing authorisation, and import permits, to the head of the provincial health authority.
The Ministry of Health issued Circular 16/2024/TT-BYT on 30 September 2024, signed by Deputy Minister Nguyen Thi Lien Huong, effective 15 November 2024. It issues the list and the rules for applying HS codes to household and public-health insecticide and disinfectant products, and replaces Circular 09/2018/TT-BYT.
The Department of Preventive Medicine, Ministry of Health, issued Decision No. 97/QĐ-PB on 30 June 2026 on lists and forms for surveillance and reporting under Circular 15/2026/TT-BYT. It takes effect on 1 July 2026.
On 18 June 2026 the Dak Lak reproductive-health centre reported Official Letter No. 4260/BYT-PB of 10 June 2026, sent to provincial and city People’s Committees, on tighter management of chemicals and household and public-health insecticide and disinfectant products.
The Government issued Decree 275/2026/NĐ-CP on 8 July 2026 on administrative penalties in chemicals and industrial explosives, effective 25 August 2026. Section 6 covers household and public-health insecticide and disinfectant products.
The Ministry of Health published 13 amended administrative procedures and 4 abolished procedures in preventive medicine, implementing Resolution 66.18/2026/NQ-CP. Procedures for product registration move to the provincial health authority, applied from 1 July 2026 to 28 February 2027.

The Ministry of Industry and Trade issued Circular 01/2026/TT-BCT on 17 January 2026, guiding the Law on Chemicals and Decree 26/2026/NĐ-CP. It took effect on the date of signature.

The Government issued Decree 165/2026/NĐ-CP on 15 May 2026, detailing and guiding parts of the Law on Disease Prevention. Most of it takes effect on 1 July 2026.

Decree 26/2026/NĐ-CP of 17 January 2026 details the Law on Chemicals on chemical activity and hazardous chemicals in products. It took effect on the date of signature and replaces Decree 113/2017/NĐ-CP.
Decree 24/2026/NĐ-CP of 17 January 2026 issues the chemical lists under Law on Chemicals No. 69/2025/QH15. Businesses use it to see which management group a chemical falls into.
Decree 25/2026/NĐ-CP of 17 January 2026 details the Law on Chemicals on development of the chemical industry and on chemical safety and security, including a requirement for specialised chemical-safety training.
The National Assembly passed the law on 10 December 2025. It takes effect on 1 July 2026 and replaces the 2007 law. It states that insects are one type of vector of infectious disease.
The National Assembly passed the revised Law on Chemicals on 14 June 2025, replacing Law No. 06/2007/QH12. It is the basis for rules on declaring hazardous chemicals in products.
The Ministry of Health consolidated Decree 91/2016/NĐ-CP with amendments in Decree 155/2018/NĐ-CP and Decree 129/2024/NĐ-CP into one text for easier reference.
It amends Decree 91/2016/NĐ-CP and Decree 155/2018/NĐ-CP, effective 30 November 2024, and simplifies the procedure for producers to notify eligibility to manufacture the products. The Association should confirm the legal wording.
